南山实验教育集团南海中学改扩建工程项目方案设计招标将于近期正式启动，现面向全球设计团队开放预报名及投标意向登记。
The Scheme Design Tender for Renovation and Extension Project of Nanshan Experimental Educational Group Nanhai Middle School will be launched soon. The tender is now open for global design teams to pre-register their bidding intention.

深圳市南山区教育局2023年工作设想中指出，作为广东首个教育强区、深圳教育高地，南山教育将紧紧围绕创建中国特色社会主义先行示范区基础教育先锋城区主要目标，持续推进南山教育高质量发展，强力推进“扩学位、美校园”，进一步优化教育资源配置，奋力谱写中国式现代化的南山教育发展新篇章。

According to the 2023 work plan proposed by the Shenzhen Nanshan District Education Bureau, as the first education powerhouse in Guangdong province and a highland for education in Shenzhen, Nanshan Education will closely focus on the main goal of creating a leading urban area for basic education in the pilot demonstration area of socialism with Chinese characteristics, and continue to promote the high-quality development of Nanshan Education. Efforts will be made to strengthen the "expansion of educational opportunities, beautification of campuses", further optimize the allocation of educational resources, and strive to write a new chapter in the development of China-style modernized Nanshan Education.

在此背景下，深圳市南山区建筑工务署拟启动南山实验教育集团南海中学改扩建工程项目方案设计招标，为扩大南山区优质教育资源的覆盖面，为南山区创建国家义务教育优质均衡发展区、建成省市教育强区打下坚实基础。

Against this backdrop, the Bureau of Public Works of Nanshan District, Shenzhen plans to launch the Scheme Design Tender for Phase II Project of Shenzhen Guanlong School. This is to expand the coverage of high-quality education resources in Nanshan District, lay a solid foundation for creating a high-quality and balanced development zone for national compulsory education, and build a strong education powerhouse in the province and city.

项目区位 Project Location

近年来，随着学校招生片区内服务人口的进一步增加，初中学位需求快速增长，南海中学所在片区学位紧张，报名人数持续超出学校每年48班规模招生人数的计划，导致配套的专业教室和公共教学用房不满足目前的使用需求。严重制约学校教学质量和教学环境的提高，且不符合《南山区普通中小学校建设标准提升引》。因此，南海中学改扩建迫在眉睫。

In recent years, with the further increase of the service population within the enrollment area of the school, the demand for junior high school enrollment has rapidly increased. The school district where Nanhai Middle School is located is facing a shortage of school places, and the number of applicants continues to exceed the planned enrollment of 48 classes per year, resulting in a lack of professional classrooms and public teaching facilities to meet current usage needs. This seriously restricts the improvement of the school's teaching quality and teaching environment, and does not comply with the "Guidelines for Improving Construction Standards of Primary and Secondary Schools in Nanshan District". Therefore, the renovation and extension of Nanhai Middle School is urgent.

在南海中学东南侧有一块空地，是南山街道能源工业小区城市更新项目贡献用地。本项目提出在南海中学原有学校内部继续对功能用房进行调整，扩至54班办学规模，同时在场地东南侧新建一栋综合教学楼，以弥补因扩班占用的专业教室和公共教学用房，补足校园功能，提高教学质量，促进学校及学生的发展。项目建成后是对学校教学及教学辅助用房的有力补充，满足区域内学子就近入学和公平接受义务教育的需求。

There is a piece of land located on the southeast side of Nanhai Middle School, which is a land contributed by the urban renewal project of Nanshan Sub-district Energy Industrial Community. This project proposes to continue adjusting the functions within the original school campus of Nanhai Middle School, expanding the scale to 54 classes, and constructing a new comprehensive teaching building on the southeast side of the site to make up for the shortage of professional classrooms and public teaching classrooms caused by the expansion of the school. This will improve the campus function, enhance the teaching quality, and promote the development of the school and students. After the completion of the project, it will be a powerful supplement to the teaching and teaching auxiliary facilities of the school, meeting the needs of local students for nearby enrollment and fair access to compulsory education.

本项目的建设不仅会有效间接缓解南山街道公办学位紧缺的情况，还将有助于学校教学质量的改善，切实做到就近入学、满意入学、学有所成。

The construction of this project will not only effectively alleviate the shortage of public school places in Nanshan District but also contribute to the improvement of the school's teaching quality, truly achieving the goal of nearby enrollment, satisfactory enrollment, and achieving academic success.

经过本项目建设，实现区域性教育资源的合理配置，实现义务教育的普及，满足南海中学54班教学使用需求。学校的建设规模和设施配备在满足相关标准规范要求的前提下，因地制宜，合理安排校园内教学、体育运动、生活等功能布局，完善校园设施，建设一个良好的教书育人环境。

Through the construction of this project, the rational allocation of regional educational resources will be achieved, and the popularization of compulsory education will be realized, meeting the demand for 54 classes of teaching at Nanhai Middle School. The construction scale and auxiliary facilities will be arranged according to local conditions on the premise of meeting relevant standards and specifications, with a reasonable layout of functional areas for teaching, sports, and living within the campus, improving campus facilities, and building a good environment for education and nurturing.

① 项目区位 Project Location

本项目扩建部分拟建地点位于深圳市前海路与荔海二道交汇处西北角，现南海中学场地东南侧，紧邻月亮湾大道。

The proposed extension of the project is located at the northwest corner of the intersection of Qianhai Road and Lihai Second Road in Shenzhen, adjacent to Yueliangwan Blvd on the southeast side of the current site of Nanhai Middle School.

② 项目规模 Project Scale

学校现有总用地面积23749平方米，项目新增用地面积2136.40平方米（属于深圳市南山街道能源工业小区城市更新应移交用地），本次可用建设用地面积2377平方米（含现有用地 240.6平方米）。拟新建总建筑面积为10156平方米，建设内容主要包括：教学及辅助用房、办公用房、生活服务用房等。

The total land area of the school is 23,749 square meters, with an additional land area of 2,136.40 square meters for the project (which belongs to the land to be transferred from urban renewal project in the Nanshan Sub-district Energy Industrial Community). The available site area for this project is 2,377 square meters (including 240.6 square meters from original campus). The total planned floor area is 10,156 square meters, including teaching and auxiliary rooms, offices, and living service rooms.

本项目采用“公开招标”的方式，分为资格预审阶段、方案投标阶段和定标阶段。

This project will be organized through "open tender", which is divided into three stages: pre-qualification, bidding, and bid determination.

①投标人须具为注册的企业或机构。

The bidder must be a registered enterprise or institution.

②本工程不接受联合体、个人及个人组合的投标。

Consortia, individuals, and individual combinations are not accepted for this project.

③本次招标采取“公开报名”的方式。

The tender adopts the application method of open registration.

南山实验教育集团南海中学改扩建工程项目方案设计招标估价暂定为124.018万元。

The estimated cost of the Scheme Design Tender for Renovation and Extension Project of Nanshan Experimental Educational Group Nanhai Middle School is 1.24018 million yuan.

注：依据国家发展计划委员会、建设部联合制定的《工程勘察设计收费标准》(计价格〔2002〕10号)中规定的计费方法计算，方案阶段的设计费占比40%，最终以概算批复中的方案设计费为准。

Note: according to the billing method Ostipulated in the "Engineering Survey and Design Charging Standards" ([2002] No. 10) jointly formulated by the National Development Planning Commission and the Ministry of Construction, the design fee in the scheme design stage accounts for 40%. The fee in the budget approval shall prevail.
